Southwest Airlines has come under fire in the past for telling passengers they couldn't fly because they're too large to fit in a seat. Now they're in trouble for telling a passenger she couldn't board a flight until she covered up her "inappropriate" cleavage.

Jezebel Avital said she was shocked because she considered her outfit far from racy.

She refused and boarded the jet anyway.

Her story generated so much talk, Southwest has apologized and offered Avital a full refund as a goodwill gesture.

The airline does say that as part of their policy, they can refuse to transport a customer they believe is dressed inappropriately
