Hundreds of United Steel workers at the Shell Refinery in Deer Park have come to a tentative three year agreement with Shell.
The potential deal is expected to put an end to a nationwide union strike.
The strike would have caused refineries to shut down, officials said.
Shell negotiated on behalf of the industry for a deal serving as the standard for wages, benefits and working conditions for union-represented employees nationwide.
Members of the union will vote on the proposed agreement on Monday.
