Police: Payne had too much to drink

HUMBLE, Texas -

According to investigators, a man arrested in Humble was so intoxicated, officers had to help hold his head up in his mug shot.

Sean Carl Payne, 35, was arrested outside Shamrock's Bar, police said.

Payne faces public intoxication charges.
