Dry conditions in southeast Texas are a major concern after the area suffered a disastrous drought two years ago.
About 300 million trees died throughout the state in 2011.
As of Wednesday, Houston has a rainfall deficit of 3 inches for 2013. Only about 5 inches of rain have fallen since Jan.1 in Houston.
The Houston area is abnormally dry with counties to the west in a moderate to severe drought. The forecast does not look good with drought conditions likely to persist through at least May.
