Report Expected Soon In City Hall Bonus Scandal

Mayor Would Not Discuss Alvarado's Future

The official report on the investigation of improper bonuses given to four city employees in the mayor pro tem's office is expected soon, and it could result in a shakeup at Houston City Hall, KPRC Local 2 reported Friday.

Houston Mayor Bill White is anxious to see the inspector general's report, which could be released as early as Saturday or as late as Monday.

The big question -- what will it mean for Mayor Pro Tem Carol Alvarado?

"I hope that report shows that she did not approve of and had no knowledge of these improper payments," White said.

White has been busy behind the scenes, consulting with council members about the mayor pro tem.

"He asked, 'What do you think?' And I told him it was his call," said Ada Edwards, a Houston City Council member.

At a news conference Friday, the mayor said he has been talking to council members about better ways to run the mayor pro tem's office.

White would not elaborate on discussions about Alvarado.

"Those are the type of things that have been discussed, but, believe me, they volunteer those things to me all the time. I won't go into any details on that," White said.

The mayor has not asked for Alvarado's resignation as mayor pro tem and she has not offered one.

"Do you think she should remain in that position, Mayor?" KPRC's Joel Eisenbaum asked.

"Carol needs to make decisions about that. As a first instance, I know that she has professionals that are counseling her," White said.

The mayor said he would share the findings of the investigation with the public, but not to the point that it could jeopardize a criminal case.

Mayor Pro Tem's Office employees Rosie Hernandez, Florence Watkins, Christopher May and Teresa Orta were suspended on Feb. 16 after investigators discovered they had received more than $130,000 in bonuses in 2005.
