Apartment Residents Finds Tape That Belonged To Former Occupant

HOUSTON -- A Texas City woman helped put a suspected sexual predator behind bars Wednesday, detectives told KPRC Local 2.
Investigators said the woman was cleaning her Mainland Crossing Apartment when she found a videotape hidden in a kitchen cabinet that showed a man sexually assaulting a small boy and an infant girl.
After watching the tape, the woman contacted police, who identified the individual as a former occupant of the apartment, Darrell Hinds. He moved out of the apartment a little over a year ago.
"To actually have a tape surface of an individual perpetrating against children is a little unusual," Galveston County Assistant District Attorney Joel Bennett told KPRC Local 2.
Authorities said the video, made in 2003, showed Hinds, 36, laying naked on a bed with a 10-month-old girl. A criminal complaint obtained by KPRC Local 2 said the videotape also showed Hinds telling a 4-year-old boy to inappropriately touch the girl.
Child Protective Services workers in Houston said they do not believe the children live in Texas any more but said they are involved in the investigation.
"We are working with law enforcement to make sure the children are safe," CPS spokeswoman Gwen Carter said.
Caseworkers and detectives credit the woman who found the tape for coming forward, helping authorities identify the perpetrator.
"We encourage anyone that has any concern about a child or becomes aware of a situation where a child is being abused, neglected, hurt, to notify law enforcement or CPS immediately," Carter said.
Hinds was taken into custody in South Carolina on a charge of promotion of child pornography, but more charges could follow. He is awaiting extradition back to Texas.
