Suspected Cop Shooter, Activist Arrested On Highway

Wounded Officer In Good Condition

Two days after he allegedly shot a Houston police officer, Derrick Forney was arrested Friday morning as he was on his way to surrender with a community activist at his side, News2Houston reported.

Forney, 24, was a passenger in Quanell X's black Hummer when the vehicle was pulled over on Highway 288 at S. MacGregor around 11 a.m. Forney was taken into custody without incident. Quanell X was detained at the scene and taken to HPD headquarters at 1200 Travis.

Forney is accused of shooting Houston police Officer, Matthew V. Richard, 32, four times Wednesday morning after three officers busted through the doors of a home in the 1700 block of Napolean at Pease in southeast Houston to serve an arrest warrant.

Quanell X told News2Houston he talked to Forney twice Thursday night, and that Forney was scared and wanted to safely give himself up.

He said he made an agreement to bring Forney in to surrender Friday.

"He was actually on the phone with a sergeant at HPD, who was instructing him as the police officers were behind him, to proceed to the Travis police station," said Jolanda Jones, Quanell X's attorney.

The activist was then charged.

"Mr. Quanell Evans was arrested, and is going to be charged with evading arrest," said Chuck McClelland, with the Houston Police Department.

Police did not provide details of the case against the activist, even though officers admitted Quanell X has helped them in the past with other suspects. HPD said the most important thing is Forney is off the street.

"We brought a valid suspect into our custody who shot a police officer two days prior," McClelland said.

Thursday night, Quanell X said Forney was scared for his life.

"He is real concerned about what's happening. He's afraid and scared, but he wants to turn himself in. He doesn't want to be hurt or killed," Quanell X said. "Some of the things that are being said makes him believe his life is absolutely in danger. I believe he just wants people to know that he wants his day in court, and to not to rush to judge him so quickly without him being able to say his side of the story."

Police searched an apartment in the 2800 block of Berry in the Third Ward around 4:30 p.m. Thursday after someone told them Forney might be inside; however, the lead turned up cold. They said Forney had left the area a short time before.

Forney faces an attempted capital murder of a police officer charge.

Police said the search warrant issued for Forney's arrest stemmed from weapons charges and evading arrest. Criminal records showed he was previously convicted of assault and robbery.

The Houston Police Department and Crime Stoppers announced a $35,000 reward Thursday for Forney's arrest.

Richard, a 10-year Houston Police Department officer, was shot three times and transported to Memorial Hermann Hospital with gunshot wounds to both legs and his hip. He was also shot in the chest; however, his bulletproof vest deflected the bullet, according to HPD spokesperson Chris Burns.

Hospital officials said Richard is listed in good condition. He remained in the hospital Friday, undergoing more tests because of a lack of feeling in some body parts.

"I think he's doing well," HPD Capt. Dwayne Ready said. "I didn't speak with him (Thursday), but I spoke with him (Wednesday) and he was in good spirits. He was joking and doing really well."

Richard has been an HPD officer since September 1994. He is a two-year South Central tactical unit member.

Officers described Richard as a highly motivated officer and a team player.

Richard could be released from the hospital as early as Monday.
