Bill Gates and a team of scientists have created a technique that would involve placing a series of barges in front of an approaching storm. The barges would use conduits to transfer warm surface water to the ocean depths and cooler water up to the surface, thus weakening the hurricane, which needs warm ocean water to survive. Even if Gates gets the patent, I don't think this system will work. While hurricane models are getting better three to five days out, the error for the center of the storm can still be off by a hundred miles or more. It's going to be difficult to bring up enough cold water in the right place for this system to work.
