RICHMOND, Texas -- A registered sex offender tried to volunteer at three Richmond, Rosenberg-area schools, but the school district did not pass along all the information to its campuses, officials told News2Houston Thursday.
Frankie Lynn Uptagrafft, a convicted pedophile, was on the campuses of
Jane Long Elementary, 907 Main St.,
Deaf Smith Elementary, 2014 Lamar Drive, and
Wessendorf Intermediate School, 5201 Mustang Ave., in the
Lamar Consolidated Independent School District, last week.
Uptagrafft and his brother tried to volunteer at the two elementary schools, according to police. The pair asked to see a specific student while at the intermediate school, but was denied access since they were not on the approved list, according to officials.
"He was very much interested in the (pre-kindergarten) -- he asked specifically at that one school," said Carol Rees, with the Rosenberg Police Department.
School officials said it raised a red flag so they called the Richmond Police Department. He was issued a warning.
"He's not on probation, parole, therefore he did not break any laws, so we had no reason to arrest him," said Lt. Donald Kovar, with the Richmond Police Department.
But , police officers did spread a warning about Uptagrafft.
In neighboring Rosenberg, police asked the Lamar Consolidated School District to notify all of its schools that Uptagrafft was a high-risk sex offender. The police e-mail included a mug shot.
"No matter who he was, he was not to come on our campuses," said Christy Willman, with Lamar Consolidated ISD.
But the information was not passed on to the schools, as police requested.
The school district's information officer only included a description of the two men and did not include Uptagrafft's name, photograph or a mention of his record, police said.
"Sex offender does not describe the type of person or the descriptor of the persons that we were looking for," Willman said.
"We're very concerned about the fact that schools were not getting the total picture that this was a high-risk sex offender," Rees said.
Uptagrafft did not have access to any students. According to police, he moved to the Star of Hope Mission in Houston on Tuesday.
Uptagrafft was convicted in July 1994 of sexually assaulting a 6-year-old boy. He was released Feb. 8, 2003.
