HOUSTON -- A driver has been charged in connection with a crash that killed a person who was sitting in a parked car, KPRC Local 2 reported.Houston police said 49-year-old Rogelio Garcia Ramos was driving a pickup truck that hit a disabled car parked on the shoulder of the 16400 block of the Eastex Freeway at about 3:45 a.m. Saturday.Investigators said the driver of the disabled car was killed in the crash. The driver's identity was not released.Ramos has been charged with intoxication manslaughter.
