DWI Suspected In Fatal Freeway Crash

Victor Tugwell Charged With Intoxication Manslaughter

A suspected drunken driver was arrested in connection with a fatal crash on the Southwest Freeway, KPRC Local 2 reported Monday.

Victor Jerome Tugwell, 32, was charged with two counts of intoxication manslaughter.

Houston police said the drivers of a Lexus and a Honda were standing outside their parked vehicles on the left shoulder in the 2100 block of the Southwest Freeway near Shepherd Drive when Tugwell drove onto the shoulder and struck the Lexus shortly before 2 a.m. Sunday.

One of the drivers was pinned between the Lexus and the Honda. The other driver was also hit.

The first victim, only described as a 28-year-old, died at the scene. The second victim was hospitalized in critical condition.

Tugwell is currently being held on a $30,000 bond.
