HOUSTON -- Four people were arrested during a raid at an adult video store, KPRC Local 2 reported Wednesday.
The city of Houston said 24 Hour News and Video Emporium in the 10800 block of the Katy Freeway allows anonymous sexual encounters, typically between men.
KPRC Local 2 asked a store employee what goes on in the small arcade booths at the store.
"We cannot control what happens back there," the employee said.
"They can view adult video, pornography, and sometimes engage in sex relations," Senior Assistant Houston City Attorney Don Cheatham said.
The store has been there since 2001, and operating without a license illegally close to a school, city officials said.
Residents said little has been done to stop the store.
"People have found liquor bottles, used condoms in the elementary school playground," one resident said.
Houston police raided the store on Tuesday.
The store's owner, Steve Collins, was arrested on charges of violating the sexually oriented business ordinance. Three customers were also arrested, including 56-year-old Paul Comet. He was charged with indecent exposure. He was a science instructor at Nimitz High School.
An Aldine Independent School District spokesperson said the district will conduct an internal investigation and notify the state board of educator certification of Comet's arrest.
Customers Fernando Mendoza and Edvin Quiej were arrested on charges of public lewdness.
On Wednesday, the store was back open.
"I think it's an embarrassment to the city that we can't shut something like that down," a resident said.
City officials said they are trying to get a temporary restraining order to shut the doors while they work to get it to close permanently.
