2 Officers Disciplined In Police Chase, Shooting

HOUSTON -- Two Houston police officers were disciplined for their actions during a high-speed chase that resulted in the shooting death of a man claiming to be a CIA agent, KPRC Local 2 reported Tuesday.
Roland Carnaby, 52, was shot and killed in April after the chase that ended on the South Loop.
Two HPD officers said they opened fire because they believed Carnaby was reaching for a weapon. It turned out to be a cell phone.
HPD said the officers were guilty of misconduct and improper police procedure.
One officer received a written reprimand. The other received one day's suspension.
Carnaby's widow is suing the city and the two officers. She said the hope is to change the vehicle approach policy and training to save lives in the future.
