City Inspects Pool Where 2-Year-Old Drowned

HOUSTON -- City inspectors went to an apartment complex Tuesday where a 2-year-old boy drowned in its pool, KPRC Local 2 reported.
Houston police said Conar Rose's mother discovered he was missing at the Vista Bonita Apartments on Tally Ho near the Gulf Freeway on Monday afternoon.
Investigators said Conar's mother and grandmother were watching three children and he managed to get away from them.
Conar was found floating in the pool at about 4 p.m., police said.
A neighbor gave Conar CPR, but he died at a hospital.
Neighbors said Conar slipped through the broken fence that surrounded the pool.
Inspectors with the city of Houston's neighborhood protection department were already scheduled to look at the complex before the boy drowned. The office said it had received reports of minor damage from Hurricane Ike.
Enforcement officers said even if they had inspected the complex sooner, repairs may not have been made before Conar went to the pool.
"There's always the 'what if' question, said Jodi Silva with Houston Police Neighborhood Protection Corp. "Definitely if we had done the comprehensive inspection a day earlier we would have noticed that the fence had a breach in it. Would the owner have fixed it that day? I don't know."
A family friend said the pool's fence had been vandalized and three of the bars had been removed.
Residents at the Vista Bonita Apartments finally saw progress Tuesday when workers repaired the gate around the swimming pool. But many said the work came at too great a cost.
"It makes me think it's about time, but it's too late. That should have been done a long time ago," Karen Williams said.
Officials said the complex had been cited twice for problems with the swimming pool.
In addition to the pool, but some residents said they have a laundry list of repairs that need to be done.
"Since we moved in, we didn't have electrical outlets that worked. We've had a leak. The upstairs neighbor has a leak in their tub, so now above our tub, it's all molded. They won't fix it," neighbor John Kegley said.
A spokeswoman with Child Protective Services said Conar was the 31st Houston child to drown this year.
