Harris County Precinct 4 deputy constables said the children were found in a northwest Harris County apartment after someone heard them crying.

"They found a 4-year-old child laying on a couch," Assistant Chief Mark Herman said. "They found a back bedroom that was locked with kids crying in it. They were eating food off the floor."

Investigators said the 4-year-old and 1-year-old twins were left inside the apartment for 12 to 16 hours.

"The preliminary investigation reveals that the mother is basically saying she went out last night to Conroe to party and she never made it back home," Assistant Chief Mark Herman said.

The mother, 25-year-old Heather Lynn Vaughn, was arrested and charged with three counts of felony child endangerment.

"She's very fortunate that there wasn't, perhaps, a fire or some kind of disaster at the apartment complex and there was no one to look out for kids," Herman said.

The children were taken to the hospital for a medical checkup.

Child Protective Services placed the twins in their father's custody. Officials are still trying to find the 4-year-old's father.

If convicted, Vaughn could face 2 to 10 years in prison on each count.
