Prosecutor: Driver Who Fatally Hit Deputy Was Drunk

HOUSTON -- A driver who fatally hit a deputy constable working a funeral procession was intoxicated, officials told KPRC Local 2 Friday.Precinct 7 Deputy David Joubert, 60, was on a motorcycle when a car turned in front of him on Cullen Street and hit him on Jan. 12.Douglas Grayer, 49, has been charged with intoxication manslaughter and vehicular manslaughter.
"He made an illegal U-turn on Cullen to go and talk to a female he saw walking alongside the road," Prosecutor Warren Diepraam said.Investigators said Joubert went over the car, was run over and then dragged for nearly a block.Diepraam said Grayer should not have been behind the wheel of a car in his condition."The results came back at a .045 (percent)," Diepraam said, speaking about the driver's blood alcohol level. "This is two and a half hours after the crash. Using the information obtained at the scene, it was determined that at the time of driving, the defendant was a .08 to a .09."Grayer is out on bond and set to appear in court in early April. He was convicted of driving with a suspended license in 1985.
