HOUSTON -- A Houston-area community activist took aim at the Houston Police Department on Friday, asking why two kidnapping attempts in the River Oaks area are getting so much attention, KPRC Local 2 reported.
Quanell X said there is also a serial rapist on the loose in southwest Houston, but those crimes are not getting the same response.
Residents in the Dairy Ashford and Bissonnet Street area passed out fliers with composite sketches of the alleged attacker because they believe police are not doing enough.
Doug Brown insists on escorting his wife and his children everywhere until the rapist is caught.
"It's daylight. It don't matter," Brown said. "You can get you in daylight. You can get you at night. He's going to get you regardless. So, for me to be there, I can prevent all that."
Police said they believe the same man has sexually assaulted four women in their apartments over the past six months. He scales balconies to access unlocked doors and windows.
Community activists are outraged that two attacks in River Oaks had HPD responding by deploying extra police patrols.
"You have more victims of violent crime right here in the past several months than you've ever had in the history of River Oaks," said Quanell X, with the New Black Panther Nation.
The Houston Police Department released the following response.
"Police presence has been increased in both areas with overtime patrol programs. Our officers have been provided the necessary information (sketches, suspect information, press conference, etc.) and remain vigilant in attempts to locate the suspect(s) responsible for these crimes. In addition, officers with the Houston Police Sex Crimes Unit continue to investigate and follow any and all leads in the southwest area cases.
"The Houston Police Department responds to any and all calls for assistance made by any of our citizens, regardless of location," said Houston police Capt. Bruce Williams. "When crime rears its head in River Oaks, southwest Houston or anywhere else in our city, we're going to take action."
The first River Oaks attack happened at the Rice Epicurean store on Westheimer Road at Weslayan Street on Feb. 19. A woman was accosted at gunpoint after she got out of her car. She screamed and got away.
The second attack happened on Del Monte Drive on Feb. 28. A woman taking her morning walk was thrown in a trunk. She pulled an emergency release and escaped from her attackers.
Investigators said they are still trying to determine if the attacks were connected.

A town hall meeting is being organized in southwest Houston to ask HPD to provide more police patrols.
