HISD Officer Suspended Over 'Ebonics 101' Handbook

A Houston Independent School District police officer was suspended after officials said he wrote and distributed a controversial handbook titled "Ghetto Handbook: Ebonics 101" among other HISD police officers, KPRC Local 2, Your Education Station, reported Friday.

The handbook caused outrage in parents.

"I'm just at a loss for words," parent Dorothy Henderson said.

The eight-page pamphlet shows two men on the cover -- one holding cash and the other a gun. Inside, there are definitions of popular slang terms.

"They're supposed to be here to protect the kids, and why would he do that?" Henderson said.

"It's deplorable -- the behavior of the individuals that may have participated, and we're simply not going to tolerate it," said Dr. Abelardo Saavedra, HISD's superintendent.

But Quanell X with the New Black Panther Nation said there was a three-month delay from the day the pamphlet was handed out to officers in the morning roll call to the day the officer was suspended.

"This is a slap in the face of every African-American family, every African-American individual and all black parents who have children attending the Houston Independent School District," Quanell X said.

Saavedra said proper procedure was not followed. He said senior supervising officers should have reported the incident immediately, so that the inspector general could complete an investigation.

Saavedra said HISD Police Chief Charles Wiley has a major responsibility in all of this.

"I do think it needs to be investigated thoroughly. If the right steps were not taken, we need to correct that," Saavedra said.

Quanell X is calling for Wiley to be suspended pending the outcome of the investigation and said every officer needs to receive racial sensitivity training.

"After hearing that you wonder if your kids can trust every police officer," Henderson said.

The inspector general said an investigation is under way and should take about two weeks to complete.
