HOUSTON -- A convicted sex offender was arrested and accused of flashing three girls as they walked to Washington High School, KPRC Local 2 reported Thursday.Houston Independent School District police said Kenneth Darnell Allen, 28, has been charged with indecency with a child in connection with the incident on May 21.Detectives said an officer spotted a car matching the description of the alleged flasher on May 24. The officer questioned the person inside the car and got information that led detectives to Allen.Witnesses picked Allen out of a photo lineup, police said.Allen has three prior convictions for indecent exposure, including one for exposing himself to an 8-year-old girl. He has also been convicted of drug possession and evading arrest.Police said Allen faces additional charges because he allegedly did not register his current address with authorities.
